Shri Chetan
Prakash Jain has assumed the charge of the post of CMD, Central Electronics
Limited (CEL) on 07.04.2021. He is an officer of Indian Railway Personnel Service
(IRPS) of 1994 UPSC Civil Services Examination batch.
He did his graduation and post-graduation in Botany from Hansraj College, Delhi University (DU), Delhi, securing first position, and completed his M.Phil from DU before joining the
Service. He went on to complete his LLB
from K C Law College, Mumbai, winning the Gold Medal for highest marks in the first year of LLB. He has also done MBA from FMS, New Delhi,
with distinction.
He has
undergone various prestigious training programmes such as:

‘Human Resources Management and Development’ (at Institute of
Public Administration, Victoria,
Canada);

‘Tax
Administration & Revenue Forecasting’ (at Duke University, USA);
·
‘Strategic
Human Resource Management’ (at IIM, Ahmedabad, India);

Management Programme’ (at ISB, Mohali, India).
He has vast
experience in HR, Administrative
and Financial matters and has held important positions at Divisional and HQ
level in Railways followed by a stint as Executive Director in Railway Board, and later as General
Manager HR in RVNL (a Schedule ‘A’ PSU
of Ministry of Railways).
He has also
served as Director (Appointments
Committee of Cabinet) in DoPT and then as Member, Staff Selection Commission. Based on his varied experience
in the field, he has also been appointed to serve as Member, Prasar Bharati
Recruitment Board.
Since 19th
October, 2020, he is serving as Joint
Secretary & Financial Adviser in Department of Scientific & Industrial Research and CSIR, Ministry of Science & Technology,
Government of India.
He belongs to Central Secretariat Services (CIVIL SERVICES EXAM-1991). He initially joined in Department of Post, M/o Communication as a Desk Officer (Finance-1) from Dec-1994 to Mar-1995 and dealt with financial viabilities of different policies and projects of the department. He served in department of Telecommunication from March-1995 to September-2000 and dealt with matter related to establishment and administration. He served as Under Secretary (Security) in Ministry of Home affairs from September-2002 to june-2007.During this stint he dealt with various sensitive security matters including VIP Security. From June-2007 to 2017 he was on deputation to State Government of Punjab where he worked in the office of Chief Minister/Deputy CM Punjab, as OSD and Special Secretary. After State deputation he joined as Director in Department of Economic Affairs, Ministry of Finance in March-2017 where he got promoted to the post of Joint Secretary. During his posting in Ministry of Finance he dealt with matters related to Gold Policy, Gold Monetization Scheme, Foreign Trade related issues, Financial Services and Investment related issues of Foreign Trade Agreements among others. Now he is working as Joint Secretary in Department of Scientific and Industrial Research, Ministry of Science and Technology since March-2021 and handling various matters including Parliament related work, Cabinet Notes, APCTT matters, Public Grievances, Monitoring and Evaluation of DSIR Schemes etc.
Shri Anil Kumar Sood, has been appointed as a Part- Time Non- Official Director of Central Electronics Limited. He is a Chartered Accountant and a gold medalist commerce graduate. Shri Sood has undertaken various diplomas/courses from the Institute of Chartered Accountants of India viz. Information system Audit, concurrent audit of banks etc.
He was the Chairman of Himachal Pradesh branch of Northern India Regional Council of ICAI in the year 2005-06.
Shri Anil Kumar Sood has vast experience in audit, banking and taxation matters.
